Many years ago I was involved in PPP contact development in local government and I came to the conclusion it is a procurement method that is at best poorly understood by the public bodies that use it and at worst a scam on public finances. It can allow the government checks placed on capitalised schemes to be sidestepped by 'revenueising' what should be reported as a capitol spend so not receiving the usual parliamentary capitol oversight and pushes large spends into a funding model never intended to cope with them. Secondly the private sector tends to have much more experienced and ‘sharper’ layers at the negotiation stage and often what should be a partnership ends in a sort of financial horror story for the public body. There is also a tendency for public bodies to have a rather naive attitude, sort of eyes wide shut when large projects are being developed, there is a tendency to see the end result in tunnel vision without thoroughly considering the actual cost in getting there or after delivery. I was aware of one Australian PPP project where a hospital rebuilding project ran into difficulty as follows: The deal in essence consisted of the public body giving the developer the actual hospital site in return for them rebuilding a new hospital on it and leasing the building back to the health trust. This all went swimmingly up to the project end date some years later, the health trust ‘thought’ the developer would then build yet another hospital and lease this back as before, however, the developer had no interest and sold the land for redevelopment in much more profitable housing. The health trust were left with no hospital and no land. Apologies I cant citr references for this but it was years ago and I'm not inlined to take time to look.

Good to see this coming up at WBC and James is a great addition I’m not sure if James is aware the 2x 5000 sq ft Cementene Graphene Enhanced Concrete pours at the Versarien innovation centre. I noted they used Graphene polymer fibres replacing rebar with potential for a 30% reduction in material and no rebar. Obviously interested in Safety in Design. Interesting to hear the first presentation. Thank you. In the UK as you are aware we have legislation that requires us to take account of H&S at the design stage for the lifecycle of any asset. What has been interesting for me is advising clients who are working internationally and so are working in jurisdictions where they do not always need to comply with UK statute. Here they can apply the spirit of the legislation. When that happens without the fear driver then real excellence emerges. I would recommend to any designer that you look at the idea of designing for lifetime ease of use/maintenance/decommissioning/demolition. Ease is strongly correlated to safety simply because short cuts are not required. BIM is another tool that helps in filling in the necessary process framework for project delivery and lifetime functionality. Anyone who has used it properly sees it as an obvious development.
